FUTURS DELINQUANTS, NOS ENFANTS? (English translation - click here)

S'il l'on en croit les chiffres et les spécialistes, il n' y aurait pas plus d'enfants turbulents aujourd'hui qu'il y a quelques années. Bonne nouvelle! On estime entre 2 et 3 % la proportion de tout-petits atteints de troubles du comportement ( taux stable, mais non négligeable pour autant ). Les apparences seraient finalement bien trompeuses...Malgré tout, les pédiatres, pédopsychiatres et psychologues n'ont pas fini de monter la garde. Eux savent que le problème est plus que jamais d'actualité. En les voyant réagir, Info ne pouvait rester inactif. Il fallait mener l'enquête.

LE FEU AUX POUDRES

Sans la mobilisation massive du collectif " Pas de 0 de conduite pour les enfants de 3 ans !", le projet de loi sur la prévention de la délinquance aurait sans doute été le support de bon nombre de mesures incitant au dépistage très précoce des troubles du comportement. Souvenez-vous, tout a commencé avec la sortie ( il y a presque un an ) d'un rapport de l'Inserm sur les " Troubles des conduites chez l'enfant et l'adolescent". Ses analyses et conclusions " hautement simplificatrices" - à savoir que les enfants turbulents seraient de futurs délinquants en puissance-avaient alors défrayé la chronique. Les recommandations énoncées par ladite expertise avaient aussi résonné comme un coup de canon aux oreilles des professionnels de santé et de la petite enfance: " programme de prévention contre la violence pendant la période périnatale et préscolaire", " visites à domicile", " interventions dans les familles à risque"...Telle une "médicalisation" des problèmes sociaux, menaçant le respect du secret professionel mais également de la vie privée! Alors, quand le gouvernement s'est appuyé sur de telles données pour faire passer ses mesures sécuritaires, les pros ont vu rouge!

Toute la pression du collectif et des 190 000 signatures d'une pétition nationale ont été nécessaires pour que les responsables politiques revoient leur copie. Mais pour l'heure, ce n'est qu'une victoire mitigée, car les dispositions seront finalement rattachées au projet de loi sur la protection de l'enfance. Notamment avec la création d'une " chaîne continue pour le suivi de la santé des enfants en intensifiant les interventions de la P.M.I."

DES PROS SOUS L'EAU

Baignés dans ce climat de suspicion, les parents se retrouvent, malgré eux, sensibilisés au problème et finissent par se poser des tas de questions. Imaginez votre réaction en apprenant les écarts de conduite de Bébé à la crèche. Autrefois, un entretien avec la directrice, le pédiatre... aurait suffi à vous convaincre que Pitchoun traverse une étape normale de son développement. Par exemple, la fameuse période du " Non" ( refus et donc conflits) qui l'aide à se construire. Aujourd'hui, souvent affolés par la médiatisation et la politisation du thème de la délinquance, certains parents perdent pied. A la recherche d'un remède pour canaliser la conduite de leur petit, les familles en demandent davantage. Pour preuve: l'activité des services de psychiatrie pour enfants, dont le nombre de consulations a doublé en quelques années. Les professionnels de la santé n'ont pas le temps de chômer et doivent répondre à la demande croissante de parents inquiets et las, parfois, de batailler à longueur de journée pour se faire entendre. Alors, bien sûr, en cas de doute sérieux, mieux vaut consulter le plus tôt possible pour ne pas passer à côté d'un vrai problème. Et si nombre de parents assument sans complexe le " trop plein d'énergie" de leur progéniture, simplement plus turbulente que ses copains de crèche, d'autres, au contraire, ont affaire à de véritables hyperactifs. Sachez que par leur comportement, les enfants cherchent bien souvent à délivrer un message. Oui, certains souffrent d'hyperactivité, mais ce n'est heureusement pas le cas de
tous les petits " énervés".

L'AVENIR DEVANT EUX

Quoi qu'il en soit, rien n'est joué d'avance. Il faut continuer d'affirmer haut et fort que les bébés ne sont pas génétiquement programmés pour se transformer en affreux brigands! A cet âge, les enfants sont encore en plein devenir.Leur personnalité ne cesse de se construire au fil de leurs aventures, de leurs découvertes...ils ont encore tout le temps de changer et donc d'évoluer.Donc, pas question de classer les gamins turbulents dans la catégorie des futurs délinquants et de les ficher. Les enfermer dans un carcan dont ils auraient bien du mal à se défaire, c'est prendre le risque de voir justement se produire ce que l'on cherche tant à éviter. Alors attention aux brimades pour échapper aux bêtises. Il faut avant tout- et surtout!-montrer aux tout-petits le chemin à suivre et les règles à respecter. N'oublions pas non plus qu'il existe déjà, en France, des structures et des professionnels capables d'accompagner nos bout'choux et de répondre à leurs " débordements". Et qu'il serait sans doute plus judicieux de leur donner davantage de moyens que d'utiliser notre énergie à ficher les bébés!

ARE OUR CHILDREN FUTURE DELINQUENTS?

If we believe the statistics and the specialists, there are no more boisterous children nowadays than a few years ago. Good news! We estimate that only 2 to 3 % of very small children have behavior problems ( if this rate is stable, it has never the less to be taken into consideration .) Appearances would be very deceptive...However, pediatricians, child psychiatrists and psychologists are still very much on their guard. They know the problem has never been so serious. When we saw their reactions, Info had to investigate.

WHAT SPARKED THINGS OFF

Without the massive mobilization by the organization " Pas de 0 de conduit pour les enfants de 3 ans !" ( Translator's note: " Don't stigmatize our 3 years old ! "), the legal project focusing on the prevention of delinquency would have lead to measures encouraging the very early screening of behavior problems. Remember, everything started ( nearly a year ago) with a report by the Inserm ( Translator's note: Inserm = Institut national de la santé et de la recherche médicale. National health and medical research institute.) about : " Children and teens behavior problems". Its analysis and conclusions " simplifying to the extreme"-that is that boisterous children would become future delinquents-had been the talk of the town. This report's recommendations had caused an outcry within the medical professionals and workers dealing with young children: "prevention program against violence during the period just after birth and before school", "visits at home", "interventions in families viewed as a risk"...This " treatment" of social problems were threatening confidential information as well as people's privacy! So, when the government based itself on such a report to vote security measures, the professionals saw red!

The pressure the organization and the 190 000 signatures of a national petition put the government under was necessary so that politicians thought over the problem again. However, today, it's a mixed victory because the measures will finally be closely linked with the law which protects childhood. " A chain to check up on the children's health by intensifying the P.M.I interventions" will be created. ( Translator's note: P.M.I= Petite Maternité Infantile. It's a free public service parents from all backgrounds can come to along with their children to see a pediatrician.)

PROFESSIONALS OUT OF THEIR DEPTH

As they are living in this climate of suspicion, parents cannot help feeling concerned and asking themselves lots of questions. Imagine your reaction as you hear about your baby's bad behavior at the kindergarten. Before, a meeting with the Head of the kindergarten and the pediatrician would have been enough to convince you your child was going through a normal stage of his development. Let's take for example the famous " no" phase ( your child refuses to obey and therefore conflicts arise) that helps the child to grow. Today, often panicked by the importance the media and politicians give to delinquency, some parents feel totally lost. As they are looking for a way of improving their child's behavior, the families expect more. FACT: the number of times children  go to see a child psychiatrist has doubled in a few years. Doctors are overworked and must deal with worried and sometimes exhausted parents who must battle every day to make themselves heard. So, of course, if there's a serious doubt, it's better to see a child psychiatrist as soon as possible in order not to neglect a real problem. If many parents accept without worrying the fact that their offspring have " too much energy" and that their kids are just more boisterous than their kindergarten friends, others must deal with hyperactive children. You should be aware that your child's behavior is often sending a message. Yes, some kids are hyperactive but it's fortunately not the case for all the " overexcited little kids".

A FUTURE AHEAD OF THEM

Anyway, nothing is planned in advance. We must keep on claiming out loud that babies are not genetically programmed to become horrid bandits! At that stage, they're still growing. Their personality continues to develop thanks to what they discover...They still have plenty time to change and to evolve. Therefore, classifying boisterous kids as future delinquents and to put them on file is completely out of order. Locking them up in a system they could not escape is taking the risk of seeing happening exactly what we are dreading. So , children are allowed to get away with being naughty. We most of all must show the little ones the rules they must respect. Let's not forget they're only children! And let's also remember there are already, in France, structures and professionals capable of helping our kids and seeing their needs. Providing those workers with more ways of helping would certainly be wiser than wasting our energy putting the babies on file!
