AG to review school restraint regulations

— The Kansas State Board of Education on Tuesday advanced proposed regulations to limit use of restraints and seclusion in public schools for children with disabilities.

But the majority of board members indicated they wanted the proposed regulations to be made into guidelines because they said there didn’t appear to be many instances of abusive or questionable practices.

“This appears to be killing a gnat with a sledgehammer,” said board member Sue Gamble, R-Shawnee.

The board, however, advanced proposed regulations for review by the attorney general’s office and the Kansas Department of Administration. The measure would then come back to the board for a public hearing and further consideration.

We urge all of you to write and/or call all of these board members. It appears the majority of them indicated they want the proposed regulations to be merely guidelines because they don't believe there are many instances of abusive or questionable practices. Feel free to forward our list of restraint deaths and anything else you find on our website. CAICA will write to each of these board members and we urge you to do the same.
