Brown Schools' statement on state licensing report

In the five years it operated in Mason County, On Track was a quality program with a solid track record. We served about 500 young people and families with good results.

Our program had an excellent operating record and was in good standing with the state licensing agency.

So, we are especially disappointed in the preliminary outcome of the licensing investigation into the tragic death of one of our students. We have carefully reviewed this report with TDPRS. They understand that we respectfully but strongly disagree with many of their findings. We firmly believe that our staff acted appropriately, and we will take advantage of the licensing agency's appeals process to provide evidence that presents a more complete view of this tragic accident.

The Texas Parks and Wildlife Department recently declined to renew our lease on the ranch site that formerly housed the program. Thus, we reluctantly decided earlier this month to close On Track. This decision did not disrupt any students; the program has not cared for any new students since we voluntarily postponed enrollments early in November and completed the plan of service for those who were already enrolled.

We are a company that cares about helping young people with difficult problems. Our greatest concern is the safety and well being of every child placed in our care, so we will do everything in our power to learn as much as we can from the recent tragedy. Specifically, all of us in our profession must continually examine our practices and approaches regarding restraints and search for even better ways to protect the safety and welfare of people in our care.
