Foster Parents Indicted on New Charges In Death of Boy

A grand jury on Wednesday indicted the foster parents of a dead 3-year-old developmentally disabled boy on new, more serious charges that carry up to a life sentence in prison.

Liz and David Carroll Jr. were charged with murder and kidnaping in the death of Marcus Fiesel.

Prosecutors have accused the Carrolls of wrapping the boy in a blanket and packing tape, and leaving him in a closet while they went to a family reunion in Kentucky in August. The boy was dead when the Carrolls returned two days later.

The couple originally were charged in neighboring Hamilton County where they were accused of concocting a story that led to their Aug. 15 report that the boy had gone missing from a public park. Hundreds of searchers helped authorities look for the boy for four days. The Carrolls were arrested Aug. 28.

Prosecutors in both counties agreed that Clermont County, east of Cincinnati, was the more logical place to prosecute the most serious charges since that is where they believed the boy died. Less serious charges would be handled in Hamilton County.

Besides murder and kidnapping, the grand jury in Clermont County also indicted the Carrolls on charges of involuntary manslaughter, kidnapping, felonious assault and three counts of endangering children. David Carroll also was charged with gross abuse of a corpse.

The murder count carries a sentence of 15 years to life. Both are expected to be arraigned on Thursday.

The couple has been held in Hamilton County on bonds of $10.1 million each.
